Under President Biden and Vice President Harris’s direction, the Administration has mobilized a robust, intensive, and whole-of-government effort to respond to the impacts of Hurricane Helene. This includes extensive pre-landfall preparations, as well as an immediate surge of additional resources and personnel to impacted communities. More than 6,400 Federal personnel are on the ground, and more than $110 million in Federal assistance has been given to survivors, with more to come. We are sparing no resource as we work to ensure communities across the Southeast have prompt access to Federal resources that will enable them to both purchase essential items and begin their road to recovery and rebuilding.

Unfortunately, as our response and recovery efforts continue, we have seen a large increase in false information circulating online related to the federal response to Hurricane Helene. A number of scam artists, bad-faith actors, and others who want to sow chaos because they think it helps their political interests are promoting disinformation about the recovery effort, including ways to access critical and live-saving resources. This is wrong, dangerous, and it must stop immediately.

Combatting misinformation and disinformation is always important – but it is especially important when responding to disasters like Hurricane Helene. In fact, disinformation after a hurricane or other natural disaster can discourage people from seeking critical assistance when they need it most. It is imperative that we encourage impacted residents to register for FEMA assistance, not discourage it, by allowing falsehoods to spread.

Leaders from across the country, including local, state, and federal elected officials in both parties, are pleading with people to stop sharing “this junk.”

Here are some of the falsehoods being spread online – and the facts we are fighting back with:

FALSEHOOD: Disaster relief funds were used on immigrants in the U.S. illegally.

FACT: No money is being diverted from disaster response needs. None. FEMA’s disaster response efforts and individual assistance is funded through the Disaster Relief Fund, which is a dedicated fund for disaster efforts. Disaster Relief Fund money has not been diverted to other, non-disaster related efforts.

FALSEHOOD: FEMA is in the process of confiscating Helene survivor property. If I apply for disaster assistance and my land is deemed unlivable, my property will be seized.

FACT: FEMA cannot seize your property or land. Applying for disaster assistance does not grant FEMA or the federal government authority or ownership of your property or land.

1. Verify: No, the government isn’t seizing land in Chimney Rock, N.C., and bulldozing the town

FALSEHOOD: FEMA will only provide $750 to disaster survivors to support their recovery.

FACT: This is a type of assistance that you may be approved for soon after you apply, called Serious Needs Assistance. It is an upfront, flexible payment to help cover essential items like food, water, baby formula, breastfeeding supplies, medication and other emergency supplies. There are other forms of assistance that you may qualify for to receive, and Serious Needs Assistance is an initial payment you may receive while FEMA assesses your eligibility for additional funds. $750 is what is immediately available to eligible survivors. In addition, survivors may qualify for more FEMA financial assistance, including to repair storm-related damage to homes and property, find a temporary place to stay, and receive compensation for lost crops and livestock.

FALSEHOOD: FEMA and the FAA are restricting air space in North Carolina, preventing private citizens from delivery relief.

FACT: There are no airspace restrictions in place in North Carolina as rescue efforts continue because of Hurricane Helene. Pilots looking to come into Asheville or Rutherford airports need to reach out to the airport for permission to land. The FAA is working with local authorities to ensure rescue efforts happen safely.

• Secretary Buttigieg: No one is shutting down the airspace and FAA doesn’t block legitimate rescue and recovery flights.
• NC Aviation: With a 300% increase in traffic over Western NC, Prior Permission Required is now in place at select airports to ensure safe skies and sustainable operations.

The Biden-Harris Administration continues to work via the official White House digital channels to inform the public of the response and recovery efforts to dispel the misinformation being shared, with higher volume on X than other platforms. Updates will continue to be shared about the volume and scope of federal aid being delivered.

The Biden- Harris Administration is also engaging trusted online publishers and influencers to connect with FEMA as a way to meet people where they are and provide them with accurate information. One example of this partnership includes MeidasTouch: Trump lies instantly debunked by FEMA spokesperson. This digital video resulted in reach across both digital and traditional media, including a local Alabama newspaper combatting misinformation.

In addition, the White House will leverage our opt-in SMS messaging platform to share messages to those in affected areas. SMS is a more resilient form of communication where data connectivity might still be recovering, and this is a further example of using all parts of digital communications to reach people who need information and assistance.

Dear Speaker Johnson and Leaders Schumer, McConnell, and Jeffries,

I write to you regarding the needs of the Nation.  As communities across the Southeast devastated by Hurricane Helene assess the extent of the damage, they are expecting their Federal Government to stand behind them in their most urgent time of need.  I have seen firsthand the devastation that Hurricane Helene brought to communities across the Southeast.  During my travels this week to North Carolina, South Carolina, Florida, and Georgia, I met with families, business owners, farmers, local and state officials, and first responders, all of whom shared with me their stories of survival—and resilience.  As leaders, we have a responsibility to ensure that everyone in communities ravaged by natural disasters will have the Federal resources they need and deserve to respond to and recover from deadly storms and other natural disasters.  

My Administration will be with those affected until the job is done, and we have a solemn obligation to provide confidence that the Federal Government will stand with them as they rebuild their lives and their communities.  Furthermore, this responsibility extends to the many communities around the Nation that are still rebuilding from previous disasters.

Over the past 10 days, including in the lead up to Hurricane Helene making landfall, my Administration has provided robust and well-coordinated Federal support for the ongoing response and recovery efforts.  The Federal Emergency Management Agency (FEMA), the Department of Defense, and other Federal partners have quickly mobilized to support impacted citizens and communities in the six States where major disasters have been declared due to Hurricane Helene:  Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia.  They are performing critical life-saving and life-sustaining missions and will continue to do so within present funding levels.  As with other catastrophic disasters, it will take some time to assess the full requirements for response and recovery efforts, and I fully expect that the Congress will do its part to provide the funding needed.

While FEMA has the resources needed for the immediate emergency response phase, at least one other agency does not.  Most urgently, the Small Business Administration’s (SBA) disaster loan program will run out of funding in a matter of weeks and well before the Congress is planning to reconvene.  I warned the Congress of this potential shortfall even before Hurricane Helene landed on America’s shores.  I requested more funding for SBA multiple times over the past several months, and most recently, my Administration underscored that request as you prepared a continuing resolution to fund the Government.  Now the need is even more urgent.  Small businesses and individuals in affected areas depend on disaster loans as a critical lifeline during difficult times.  In fact, for individual disaster survivors, SBA loans are often the largest source of Federal disaster recovery funds.  Renters and homeowners use these loans to repair and rebuild their homes as well as replace or repair damaged property including their personal vehicles, while businesses use them to cover basic operating expenses.  The Congress must act to restore this funding.

In addition, while FEMA’s Disaster Relief Fund has the resources it requires right now to meet immediate needs, the fund does face a shortfall at the end of the year.  Without additional funding, FEMA would be required to forego longer-term recovery activities in favor of meeting urgent needs.  The Congress should provide FEMA additional resources to avoid forcing that kind of unnecessary trade-off and to give the communities we serve the certainty of knowing that help will be ongoing, both for the short- and long-term.

As the Congress heeds the call to assist the communities across the Nation recovering from Hurricane Helene, it must remember that many other communities are also in urgent need of disaster assistance.  As recently as this summer, my Administration requested that the Congress provide additional disaster assistance to many communities across America.  Many of the programs we requested to receive additional funding would also help response and recovery efforts related to Hurricane Helene.  This includes funding for the Department of Housing and Urban Development to respond to devastating fires in Maui and tornados in Mississippi, Iowa, and Oklahoma as well as funding for the Department of Transportation to support rebuilding roads and bridges across the Nation, including the Francis Scott Key Bridge in Baltimore, Maryland.

I urge you to keep faith with those communities and provide the requested additional funding to rebuild housing infrastructure, to support farmers and ranchers with crop losses, to address impacted schools, and to repair damaged Federal highways.  In addition to FEMA’s ongoing support, these are the resources that communities need and deserve to fully respond to and recover from devastating events.

It is critical that Congress ensures that no critical disaster programs, such as the SBA disaster loan program, run out of funding during the Congressional Recess period.  I also urge that after the Congress comes back into session on November 12th, you will act with all appropriate speed and provide comprehensive disaster relief so that the people, families, businesses, and communities affected by Hurricane Helene—as well as those still recovering from past disasters—are not only made whole, but can proceed in a way to make them more resilient in the face of future extreme weather events and other disasters.

My Administration will keep the Congress apprised of efforts to assess the full resource requirements associated with Hurricane Helene, including for long-term rebuilding and resilience efforts, as those estimates become available.  I urge you to assist those impacted by this hurricane and every other disaster since the Congress last passed a comprehensive disaster package in 2022.  We must stand with these communities on their long road to recovery.

The President and First Lady will continue the tradition of welcoming members of the public to tour the White House Gardens and South Grounds. This fall, tours of the White House Gardens will be available to the public from 10:00 a.m. ET to 4:30 p.m. ET on Saturday, October 12 and Sunday, October 13.
 
These tours are free and open to members of the public; however, a timed ticket is required for all attendees, regardless of age. The National Park Service (NPS) will distribute free, timed tickets outside the White House Visitor Center, located at 1450 Pennsylvania Avenue NW, each day of the tour beginning at 8:30 a.m. ET. Timed tickets will be distributed, one ticket per person, on a first-come, first-served basis.
 
Once attendees have received their tickets, the South Lawn entry point for everyone will be located on 15th St, NW between E Street, NW and Constitution Avenue, NW, near the Boy Scout Memorial. The ADA entrance will be located at 15th Street, NW and Alexander Hamilton Place, NW.

President Joe Biden called President Claudia Sheinbaum of Mexico today to congratulate her on her historic inauguration as the first woman to serve as President of Mexico.  The President thanked President Sheinbaum for warmly welcoming First Lady Jill Biden and the Presidential Delegation to her inauguration.  The two leaders reaffirmed the deep ties between the United States and Mexico and emphasized their commitment to continuing the strong and collaborative partnership that will advance prosperity and security in both countries.

Today, we received good news for American workers and families with more than 250,000 new jobs in September and unemployment back down at 4.1%.  With today’s report, we’ve created 16 million jobs, unemployment remains low, and wages are growing faster than prices. Under my Administration, unemployment has been the lowest in 50 years, a record 19 million new businesses have been created, and inflation and interest rates are falling. And we’re seeing the power of collective bargaining to lift up workers’ wages—including the progress made by dockworkers on record wages with carriers, and port operators and the reopening of East Coast and Gulf ports.

Make no mistake: We have more to do to lower costs and expand opportunity. Congress should pass our plan to build millions of new homes, expand prescription drug price caps, empower workers and protect the right to organize, and cut taxes for hardworking families. Congressional Republicans have a different plan—more giant tax cuts for billionaires and big corporations, ending the Affordable Care Act, undermining workers by cutting overtime and making it harder to organize, and imposing a national sales tax that would raise costs by nearly $4,000 per year. While they put billionaires first, we’ll keep fighting to grow the middle class.

This step indicates progress toward a strong contract and represents the power of collective bargaining. As I have said, this is about fairness – and our economy works best when workers share in record profits. Dockworkers deserve a fair share for their hard work getting essential goods out to communities across America.

I want to applaud the International Longshoremen’s Association (ILA) and the United States Maritime Alliance for coming together to reopen the East Coast and Gulf ports. Today’s tentative agreement on a record wage and an extension of the collective bargaining process represents critical progress towards a strong contract. I congratulate the dockworkers from the ILA, who deserve a strong contract after sacrificing so much to keep our ports open during the pandemic. And I applaud the port operators and carriers who are members of the US Maritime Alliance for working hard and putting a strong offer on the table.

I want to thank the union workers, the carriers, and the port operators for acting patriotically to reopen our ports and ensure the availability of critical supplies for Hurricane Helene recovery and rebuilding. Collective bargaining works, and it is critical to building a stronger economy from the middle out and the bottom up.

On October 2, National Security Advisor Jake Sullivan spoke with His Highness President Sheikh Mohamed bin Zayed Al Nahyan of the United Arab Emirates.  They discussed follow-up from President Sheikh Mohamed’s historic visit to Washington and welcomed the UAE’s designation as a Major Defense Partner of the United States.  Mr. Sullivan and President Sheikh Mohamed reaffirmed the shared commitment to advance cooperation in artificial intelligence and related technologies based on the important understandings concluded during President Sheikh Mohamed’s visit.  They also consulted on regional matters.  Mr. Sullivan welcomed the UAE’s extraordinary commitment to supporting the humanitarian response in Gaza.  They further discussed the situation in Lebanon and the importance of a diplomatic settlement that enables civilians on both sides of the border to return to their homes in safety.  On Sudan, Mr. Sullivan expressed concern about the continued escalation of fighting that is destroying civilian lives and infrastructure and impeding humanitarian efforts.  Mr. Sullivan also expressed concern about violence affecting diplomatic facilities throughout the conflict, including the UAE Ambassador’s residence in Khartoum this week.  They agreed to be in close touch over the coming days and weeks.

The President’s Commission on White House Fellows is pleased to announce the appointment of the 2024-2025 class of White House Fellows. Founded in 1964, the White House Fellows program offers exceptional young leaders first-hand experience working at the highest levels of the Federal government. Fellows spend a year working with senior White House Staff, Cabinet Secretaries, and other top-ranking Administration officials, and leave the Administration equipped to serve as better leaders in their communities. Fellowships are awarded on a non-partisan basis.

This year’s Fellows advanced through a highly competitive selection process, and they are a remarkably gifted, passionate, and accomplished group. These Fellows bring experience from across the country and from a broad cross-section of professions, including from the private sector, state government, academia, non-profits, medicine, and the armed forces.

Class of 2024-2025 White House Fellows

Patrick Branco is from Kailua, Hawai‘i, and is placed at the Department of the Navy. He has been the Director of External Affairs with Hawai‘i Green Growth, a United Nations (UN) hub catalyzing action on the UN Sustainable Development Goals for the Asia-Pacific region. Branco is the first from Hawai‘i to receive the Congressman Rangel International Affairs Fellowship, funding his master’s degree at Johns Hopkins School of Advanced International Studies. He served at the State Department in Colombia, Pakistan, Venezuela and the Secretary of State’s Operations Center. In 2020, he was elected to the Hawai‘i State House of Representatives. Branco currently serves as a U.S. Navy officer reservist and is proficient in Spanish, Korean, and Hawaiian.

Nicholas Dockery is from Indianapolis, Indiana, and is placed at the Office of the First Lady: Joining Forces Initiative. With a distinguished career in the Infantry and Special Operations Community, Nick has deployed to numerous combat zones and operational areas worldwide. For bravery and wounds in combat, Nick was awarded two Silver Stars and two Purple Hearts. His military experience is complemented by his academic and advisory roles; he served as a research fellow at the Modern War Institute and as an advisor to the Military Times Charitable Foundation. Nick has received the West Point Nininger Award for Valor at Arms, the General Douglas MacArthur Leadership Award, and the title of 2022 Soldier of the Year. An advocate for equine therapy, Nick passionately supports its use in helping veterans cope with PTSD. Nick holds a Master of Public Policy from Yale University and a Bachelor of Science from the United States Military Academy at West Point.

Tawny Holmes Hlibok, Esq. is from West Palm Beach, Florida, and is placed at the Domestic Policy Council. As a third-generation Deaf person and attorney, she is a dedicated advocate for deaf children’s education rights and language equity including access to sign languages. Tawny is a tenured associate professor in Deaf Studies at the world’s only university for the Deaf, Gallaudet University, where she recently won $3.75 million funding to lead a national implementation and change center for early intervention with deaf babies and their families in partnership with HRSA and NICHQ. She also serves as the executive director of the Conference of Educational Administrators of Schools and Programs for the Deaf.

DeAnna Hoskins is from Cincinnati, Ohio, and is placed at the Department of the Army. She has served as President/CEO of JustLeadershipUSA (JLUSA), a national nonprofit that empowers people directly impacted by the criminal justice system. DeAnna is a nationally- recognized advocate and policy expert who has shifted the national narrative on the disparities and limitations of having a criminal background. She has served as Senior Policy Advisor and as Deputy Director of the Federal Interagency Reentry Council at the U.S. Department of Justice. DeAnna was also the founding Director of Reentry for Hamilton County Board of County Commissioners in Ohio.

Michael Kennedy is from Morehead City, North Carolina, and is placed at the United States Coast Guard. As a nurse practitioner, her career involves direct patient care while leading process improvement in rural and underserved settings. Michael attended Lenoir Community College to become a Registered Nurse and later earned a B.S. Nursing from Barton College. Witnessing disparities in practice led Michael to East Carolina University for an M.S. Adult Nurse Practitioner, Post-M.S. Nursing Leadership, Doctorate of Nursing Practice, and Post-DNP Nursing Education. To better serve her community, Michael completed a Post-M.S. Adult-Gerontological Acute Care NP and Post-DNP Psychiatric-Mental Health NP at Duke University. Michael is a Great 100 Nurse and Bonnie Jones Friedman Humanitarian Award recipient.

Hoa Nguyen is from Silver Spring, Maryland, and is placed at the National Economic Council and the United States Coast Guard. At Montgomery College, she is an associate professor and chair of the business department, where she helped implement a zero-textbook-cost Business degree, saving students thousands of dollars in education costs. Under her leadership, faculty and students have won multiple local, state and national awards and recognitions. Hoa also co-led numerous initiatives that led to the launch of the Asian American Native American Pacific Islander Taskforce at the college. Hoa received a Ph.D. in economics from the University of Arizona.

Amnahir Peña-Alcántara is from Bronx, New York, and is placed at the Department of Commerce: National Institute of Standards and Technology. She is pursuing a Ph.D. in Materials Science and Engineering at Stanford University funded by the NSF’s Graduate Research Fellowship Program and the Knight-Hennessy Scholarship. Her research focuses on polymer blends for stretchable electronics. She graduated from MIT with a bachelor’s degree in materials science and engineering, and was a researcher at Northwestern University, Oxford University, and MIT. She has interned in wearable technology and textile fabrication companies in the U.S., Canada, Puerto Rico, and India.

Padmini Pillai is from Newton, Massachusetts, and is placed at the Social Security Administration. Padmini is an immunoengineer bridging the gap between discoveries in immunology and advances in biomaterial design to treat human disease. She has led a team at MIT developing a tumor-selective nanotherapy to eliminate hard-to-treat cancers. During the COVID-19 pandemic, Padmini was featured in several media outlets including CNBC, The Atlantic, and The New York Times to discuss vaccination, immunity, and the disproportionate impact of the pandemic on vulnerable communities. Padmini received her Ph.D. in immunobiology from Yale University and a B.A. in biochemistry from Regis College.

Maddy Sharp is from San Diego, California, and is placed at the Office of the Second Gentleman. She is a physician leader committed to securing a healthier and more equitable future for all Americans. She has served as a health policy fellow for Senator Amy Klobuchar and a policy research fellow for Secretary John Kerry. Madison has performed clinical work and research in Nicaragua, Jordan, and the Navajo Nation to reduce health disparities and championed policies to enhance healthcare delivery. She completed her obstetrics and gynecology residency at the Hospital of the University of Pennsylvania. Madison holds an M.D. from the Yale School of Medicine and B.A. from Yale University, where she captained the NCAA Division I field hockey team.

Jason Spencer is from Medford, New York, and is placed at the Department of Commerce. Jason is a Lieutenant Commander in the U.S. Navy serving as an Information Warfare and Intelligence Officer. At sea, he was assigned to aircraft carriers and destroyers deployed to the Middle East and Europe. Ashore, Jason served as Targeting Officer and Aide-de-Camp to the Commander of U.S. Fifth Fleet in Bahrain and later as Aide-de-Camp to the Commander of U.S. Pacific Fleet in Hawaii. At the Pentagon, he served as Senior Intelligence Briefer for the Chief of Naval Operations – Intelligence Plot and as an Executive Officer to the Joint Staff’s Director for Intelligence. Jason earned a B.A. in international studies and political science from Virginia Military Institute, an M.A. from the Department of War Studies at King’s College London, and an M.P.A. from the Kennedy School of Government at Harvard University.

Nalini Tata is from New York City, New York, and is placed at the White House Office of Cabinet Affairs. She is a neurosurgery resident at New York-Presbyterian Weill Cornell Medical Center/Memorial Sloan Kettering Cancer Center, where she helps treat the spectrum of emergency and elective neurosurgical conditions between a level I trauma center and a world-renowned cancer institute. Her published work spans clinical and non-scientific journals with a focus on advancing equity in access to care. Her career in neurosurgery and long-standing interest in public policy are closely bound by a deep-rooted dedication to public service. She received her BSc in neurobiology from Brown University, MPhil from the University of Cambridge, M.D. from Northwestern Feinberg School of Medicine, and MPP in Democracy, Politics, and Institutions from the Harvard Kennedy School of Government.

Alexander Tenorio is from Los Angeles, California, and is placed at the Department of Veterans Affairs. He is a neurological surgery resident at the University of California, San Diego. He is the proud son of Mexican immigrants and dedicated to improving health disparities. He has led a research team investigating neurological traumatic injuries at the U.S.-Mexico border with his published work featured in the Los Angeles Times and New York Times. In his commitment for health equity, he partnered with Hospital General de Tijuana in Mexico to improve their neurosurgical care. He earned an M.D. from the University of California, San Francisco and B.A. from the University of California, Berkeley.

Zachary White II is from Birmingham, Alabama, and is placed at the Department of Veterans Affairs. He is a Radiation Oncology resident physician and cancer researcher at Stanford University. Passionate about health equity, Zach co-chairs Stanford Medicine’s GME Diversity Committee, promoting diverse medical trainees’ recruitment and development, and provides health education to communities to improve health literacy. Zach graduated summa cum laude from Tuskegee University with a B.S. in biology and earned an M.S. in biomedical and health sciences from the University of Alabama at Birmingham. He received his M.D. from the University of South Alabama, where he served as class president.

Ryan Wisz is from Aiken, South Carolina, and is placed at the Central Intelligence Agency. He is a Lieutenant Commander in the United States Navy serving as a Submarine Warfare officer. At sea, he has served aboard Attack and Ballistic Missile submarines and has deployed seven times, including missions vital to national security. Ashore, he has served as aide-de-camp to the Commander Submarine Force, U.S. Pacific Fleet, and as the Submarine Squadron Engineer in San Diego, California. Prior to military service, he was a Page in the South Carolina House of Representatives and Senate. He received his B.S. in economics from the University of South Carolina and is a Distinguished Graduate from the Naval Postgraduate School with his MBA and published master’s thesis. He has received numerous personal and unit awards during his Navy service, is active in local tutoring, and passionate about financial education and physical fitness.

Mark York is a seventh-generation farmer from Lake Wilson, Minnesota, and is placed at the Department of Defense Office of Strategic Capital. He is a Ph.D. candidate in computer science at Harvard, where he researches crowdsourcing and reinforcement learning algorithms in collaboration with MIT. He is the co-founder and President of Farm Yield Africa, a non-profit providing tractor services and microcredit to 1,500 farmers in Ghana since 2016. Mark has worked as a consultant, and before that he led a data science team at a startup building agricultural risk models. He began his career at Cargill as a commodity trader and data scientist. Mark studied agronomy and mathematics at South Dakota State University, where as Student Body President he introduced legislation at the state and local level.

We, the Leaders of the G7, express deep concern over the deteriorating situation in the Middle East and condemn in the strongest terms Iran’s direct military attack against Israel, which constitutes a serious threat to regional stability.

We unequivocally reiterate our commitment to the security of Israel. Iran’s seriously destabilizing actions throughout the Middle East through terrorist proxies and armed groups—including the Houthis, Hezbollah, and Hamas— as well as Iran-aligned militia groups in Iraq, must stop. Yesterday we discussed coordinated efforts and actions to avoid escalation in the area.

A dangerous cycle of attacks and retaliation risks fueling uncontrollable escalation in the Middle East, which is in no one’s interest. Therefore, we call on all regional players to act responsibly and with restraint. We encourage all parties to engage constructively to de-escalate the current tensions. International humanitarian law must be respected.

On the eve of the tragic anniversary of Hamas’ attacks on October 7, 2023, we condemn once again in the strongest possible terms such unjustified acts of deliberate violence and stand with the families of the victims and the hostages taken by Hamas.

We also reiterate our call for an immediate ceasefire in Gaza, the unconditional release of all hostages, a significant and sustained increase in the flow of humanitarian assistance, and an end to the conflict. We fully endorse the efforts by the US, Qatar and Egypt to reach such a comprehensive deal, in line with United Nations Security Council Resolution 2735. The situation in Gaza is catastrophic, and tens of  thousands of innocent lives have been lost. We reiterate the absolute need for the civilian population to be protected and that there must be full, rapid, safe, and unhindered humanitarian access, as a matter of absolute priority. We will continue working to set the conditions for a durable peace, leading to a two State solution, where Israel and Palestine coexist side-by-side in peace, with security for both.

We are also deeply concerned about the situation in Lebanon. We recall the need for a cessation of hostilities as soon as possible to create space for a diplomatic solution along the Blue Line, consistent with United Nations Security Council Resolution 1701. This is the only path to durably de-escalate tensions, stabilize the Israel-Lebanon border, fully restore the sovereignty, territorial integrity and stability of Lebanon, and return displaced citizens to their homes with safety and security on both sides. We urge all actors to protect civilian populations. We are committed to providing humanitarian assistance to address the urgent needs of civilians in Lebanon.

We also express our deep condolences to the families of the civilian victims in Israel, Gaza and Lebanon.  

We underscore the importance of the United Nations in resolving armed conflict and mitigating the humanitarian impact in the Middle East. In this regard, we acknowledge the role of the United Nations Interim Force in Lebanon (UNIFIL) to restore peace and security. We are committed to reinforce our support to the mission, pursuant to applicable UN resolutions.

We will continue to be in close contact with all actors to this end.

During the visit, the First Lady delivered remarks at a reception hosted by Ambassador Salazar, where she highlighted the Biden-Harris Administration’s commitment to strengthening the partnership between the United States and Mexico. The First Lady and Ambassador Salazar also attended a dinner hosted by President Sheinbaum the evening before the inauguration, where she met with and congratulated President Sheinbaum. In addition to attending the President’s inauguration, the First Lady and the Delegation attended a luncheon in honor of President Sheinbaum. Concluding their travel, the First Lady and members of the Delegation visited the Museo Frida Kahlo to celebrate the shared cultural connections between the United States and Mexico.

I applaud the historic agreement and conclusion of the negotiations between the Republic of Mauritius and the United Kingdom on the status of the Chagos Archipelago. It is a clear demonstration that through diplomacy and partnership, countries can overcome long-standing historical challenges to reach peaceful and mutually beneficial outcomes. This agreement affirms Mauritian sovereignty over the Chagos Archipelago, while granting the United Kingdom the authority to exercise the sovereign rights of Mauritius with respect to Diego Garcia. 

Diego Garcia is the site of a joint U.S.-UK military facility that plays a vital role in national, regional, and global security. It enables the United States to support operations that demonstrate our shared commitment to regional stability, provide rapid response to crises, and counter some of the most challenging security threats we face. The agreement secures the effective operation of the joint facility on Diego Garcia into the next century.

He also expressed concern about actions that undermine peace, security, and stability in the West Bank. The Biden-Harris Administration remains committed to fostering international partnerships to disrupt the global scourge of ransomware. This week, the White House convened the International Counter Ransomware Initiative (CRI) for its fourth meeting in Washington, D.C. During the four-day event, the Initiative’s nearly seventy members discussed methods to counter ransomware attacks in the healthcare industry, collaboration with cyber insurers and the private industry to reduce ransomware payments and increase incident reporting, the security of our critical infrastructure and Internet of Things (IoT), efforts to increase the capacity and incident response capabilities of members, and best practices to counter the flow of money through virtual assets that motivates ransomware actors.

This year, the Initiative welcomed 18 new members—Argentina, Bahrain, Cameroon, Chad,  the Council of Europe, Denmark, the ECOWAS Commission, Finland, the Global Forum on Cyber Expertise, Hungary, Morocco, the Organization of American States, the Philippines, the Republic of Moldova, Slovenia, Sri Lanka, Vanuatu, and Vietnam—who participated in the gathering along withAlbania, Australia, Austria, Belgium, Brazil, Bulgaria, Canada, Colombia, Costa Rica, Croatia, the Czech Republic, the Dominican Republic, Egypt, Estonia, the European Union, France, Germany, Greece, India, INTERPOL, Ireland, Israel, Italy, Japan, Jordan, Kenya, Lithuania, Mexico, the Netherlands, New Zealand, Nigeria, Norway, Papua New Guinea, Poland, Portugal, the Republic of Korea, Romania, Rwanda, Sierra Leone, Singapore, Slovakia, South Africa, Spain, Sweden, Switzerland, Ukraine, the United Arab Emirates, the United Kingdom, the United States, and Uruguay.

At the gathering, CRI members advanced the Initiative’s commitments to resilience, cooperation, and disruption through the CRI’s Policy Pillar, Diplomacy and Capacity Building Pillar, and the International Counter Ransomware Task Force (ICRTF). The Initiative launched a new Public-Private Sector Advisory Panel, led by Canada, establishing a trusted set of private sector partners for CRI members to rely on when faced with responding to ransomware attacks. 

The CRI Policy Pillar

Under the leadership of Singapore and the United Kingdom, the Policy Pillar oversaw several projects focused on policy areas impacting ransomware. The Pillar developed policy guidance, with support from France, the Netherlands, and Kenya, to minimize the overall impact of a ransomware incident on an organization. France and the Netherlands led a project on cyber insurance, and facilitated a workshop for insurers to discuss how the insurance sector could support companies during a ransomware incident and increase their insurance accessibility. Under the auspices of the Pillar’s workplan, Australia released an international ‘Ransomware Playbook’ providing guidance to businesses on how to prepare for, deal with, and recover from a ransomware or cyber extortion attack. Switzerland and the United States led an incident reporting project, sharing best practices on mandatory reporting, factors to consider during implementation, outlining key information to provide at the first instance of a ransomware attack. Albania led a project to enhance implementation of the Financial Action Task Force’s (FATF) Recommendation 15 on the regulation of virtual assets and related services providers, which will help stem the illicit flow of funds and disrupt the ransomware payment ecosystem that fuel the ransomware industry. The US and UK completed a project on secure software and labeling principles, producing a report that summarizes the most common software vulnerabilities and misconfigurations that lead to ransomware attacks, and provided actions for software manufacturers to take to address them. The UK and Singapore also led a simulation exercise focused on enhancing members’ policy and operational coordination during a ransomware attack in the healthcare sector.

In 2025, the Pillar plans to advance policies to reduce ransomware payments globally, enhance incident reporting frameworks, explore how partnerships with cyber insurance industry can assist in countering ransomware, and raise the overall cybersecurity posture against ransomware attacks through cybersecurity standards and best practices.

The CRI Diplomacy and Capacity Building Pillar

The Diplomacy and Capacity Building Pillar, led by Germany and Nigeria, expanded the CRI’s reach by adding eighteen new members to the coalition and incorporating capacity building efforts throughout all CRI efforts. Among the Pillar’s substantial contributions was a project taking stock of CRI members’ capacity building assets and needs, continued support for the mentorship and onboarding program, and the promotion of the CRI to potential new members. Throughout the coming year, the Pillar will further elevate the initiatives’ global profile and set out to leverage existing capacity building initiatives to provide opportunities to members and help bridge their capacity gaps.

The International Counter Ransomware Task Force (ICRTF)

ICRTF, led by Australia and Lithuania, developed an INTERPOL-led comparative report analyzing Ransomware Interventions and Remediation in CRI members’ jurisdictions. Australia, in their role as ICRTF co-chair, launched a website and member portal for the CRI to share information and best practices between members as well as foster collaboration.

Advancing the Initiative through Action

Together, members of the CRI took bold new actions to further advance the initiative, including:

• Establishing the CRI Fund: The United States launched a new fund that will strengthen members’ cybersecurity capabilities through both rapid assistance in the wake of a cyber attack as well as targeted support to improve cybersecurity skills, policies, and response procedures. The Fund will be supported through contributions from CRI members and private sector partners.

• Guidance for Victim Organizations: This guidance, endorsed by CRI members and insurance bodies, offers a practical guide to help organizations experiencing a ransomware attack. Building on last year’s CRI statement on ransomware payments, the guidance underscores the important role cyber insurance can play in helping to build resilience to cyber attacks and highlights actions organizations should explore during an incident, aiming to reduce disruption and cost, the number of ransoms paid, and the size of ransoms paid. The ultimate goal is to minimize the overall impact of a ransomware incident on an organization.

• Private Sector Engagement Working Group (PSEWG): Canada developed a Public-Private Sector Advisory Panel to advise and support CRI members in combating ransomware. The advisory panel will catalyze effective information sharing, build trust through clear expectations and person to person collaboration, and develop best practices to navigate practical hurdles.

• Responsible Behavior in Cyberspace: The ICRTF called on members to join a statement that calls for responsible behavior in cyberspace and encourages members to hold bad actors accountable and deny them safe haven using all of the cyber diplomacy and law enforcement tools at their disposal. The CRI continues to call for responsible behavior in cyberspace and encourage members to call out malicious acts.
• Artificial Intelligence to Counter Ransomware: The CRI hosted its first-ever event dedicated to examining the use of AI to counter cyber attacks. Topics of discussion included the use of AI to track threat actor use, AI for Software Security, AI systems to ensure the security of critical infrastructure to include healthcare networks, and tools such as watermarking to counter disinformation.

• Information Sharing: Many members are now using CRI’s information sharing platforms developed by Belgium, Israel, Lithuania, and the UAE to quickly share intelligence related to ransomware attacks, attack tactics, techniques, procedures, and indicators of compromise. Additionally, a CRI website developed by Australia includes a forum for members to easily request assistance from CRI members.

• Building Collective Cyber Resilience: The implementation of secure software and labeling principles are important preventive measures against ransomware actors gaining access to data, related services, and connected infrastructure. CRI members were encouraged to take a coordinated, multi-national approach to developing a plan to institute secure software and labeling principles, including mapping existing cybersecurity requirements, and regulations, standards and guidelines for IoT devices. Recognition and implementation of such standards and schemes by multiple countries will set the foundation for global initiatives that enhance our collective resilience against ransomware and cyber attacks.

• Enhancing Cybersecurity of Supply Chains: The United States Department of Energy facilitated a panel discussion with executives from eight critical infrastructure equipment manufacturers to educate CRI members on the new U.S. supply chain cybersecurity efforts: GE Vernova, Hitachi Energy, Honeywell, Rockwell Automation, Schneider Electric, Siemens, Siemens Energy, and Westinghouse Electric Company. This session provided an opportunity for the United States to demonstrate leadership in developing the Supply Chain Cybersecurity Principles, released in June with support from industry partners, while inviting international participation in coordinated efforts to advance the principles throughout the global supply chain.

During the Fourth CRI Gathering, members reaffirmed our joint commitment to develop collective resilience to ransomware, support members if they are faced with a ransomware attack, pursue the actors responsible for ransomware attacks and not allow safe haven for these actors to operate within our jurisdictions, counter the use of virtual assets as part of the ransomware business model, partner with the private sector to advise and support CRI members, and forge international partnerships so we are collectively better equipped to counter the scourge of ransomware.

Over the past year, this coalition has grown and continues to build upon the commitments made at the Third CRI Gathering in 2023. The United States launched a new fund for CRI members to strengthen members’ cybersecurity capabilities through both rapid assistance in the wake of a cyber attack, as well as targeted support to improve cybersecurity skills, policies, and response procedures.

The Policy Pillar, led by Singapore and the United Kingdom, spearheaded efforts to build resilience against ransomware attacks and leverage the ecosystem to disrupt the ransomware criminal industry. These efforts seek to undercut the business model that underpins the ransomware ecosystem by driving forward work on secure software and labeling, methods to counter the use of virtual assets as part of the ransomware business model, policies to reduce ransom payments, increase and improve reporting, cyber insurance, and a playbook to guide businesses on how to prepare for, deal with, and recover from a ransomware attack. Of note, CRI members and insurance bodies have endorsed guidance to help organizations experiencing a ransomware attack. The guidance underscores the important role cyber insurance can play in helping to build resilience to cyber attacks and highlights actions organizations should explore during an incident. In addition, the Pillar held a table-top-exercise to assist members in identifying gaps in their processes, learning best practices and supporting members develop effective responses to ransomware attacks on the healthcare sector.

The Diplomacy and Capacity Building Pillar, led by Germany and Nigeria, expanded the CRI’s partnerships with the addition of 18 new members to the coalition and mapped out the capacity building assets and needs of members. To foster collaboration, forge new partnerships, and recruit new members into the Initiative, CRI members hosted regional events throughout the year.

Under the leadership of Australia and Lithuania, the ICRTF focused its work on building resilience against malicious cyber attacks through international cooperation. Lithuania and Australia, as ICRTF co-chairs, worked to develop governance for information sharing and increase onboarding of members to the information sharing platforms led by Lithuania and Belgium as well as Israel and UAE. These platforms will allow members to easily share threat information and indicators of compromise. In a project led by INTERPOL and Australia, a comparative report was produced analyzing Ransomware Interventions and Remediation in CRI members’ jurisdictions. Australia launched a website and member portal so CRI members can easily share information and best practices, foster collaboration, and use as a mechanism to request assistance from the CRI community when experiencing a ransomware attack. The ICRTF co-chairs presented a statement for members to join that calls for responsible behavior in cyberspace and encourages members to hold malicious actors accountable and deny them safe haven using all of the cyber diplomacy and law enforcement tools at their disposal.

Canada established a new Public-Private Sector Advisory Panel to advise and support CRI members in combating ransomware. This advisory panel will catalyze effective information sharing, build trust through clear expectations and person to person collaboration, and develop best practices to navigate practical hurdles.

The Initiative also hosted its first-ever event dedicated to examining the use of AI to counter ransomware attacks. Topics of discussion included the use of AI to track threat actor use, AI for Software Security, scenario planning around ransomware attacks on the healthcare industry, and tools such as watermarking to counter disinformation.

Through the Initiative’s annual gathering as well as the dedicated work and regional meetings occurring between each meeting, we commit to working together at both a policy and operational level to counter ransomware threats and hold perpetrators of these malicious attacks accountable. CRI continues to call for responsible behavior in cyberspace and encourage members to call out malicious acts, and we remain committed to using all appropriate tools to achieve these goals, and are jointly committed to the following actions in support of this mission.

Today, President Biden is announcing 1,000 active-duty troops will be immediately deployed to assist with response and recovery efforts

President Biden and Vice President Harris continue to mobilize an intensive Federal response to the impacts of Hurricane Helene. The Administration is prioritizing life-saving and life-sustaining response efforts in impacted communities, as well as ensuring people displaced from the storm have prompt access to Federal resources that will enable them to both purchase essential items and begin their road to recovery and rebuilding.

As part of this coordinated response, today, President Biden is announcing he has directed the Department of Defense to deploy up to 1,000 active-duty soldiers to support the delivery of food, water, and other critical commodities to communities impacted by Hurricane Helene. The announcement is effective immediately, and these forces will be available for deployment starting today. This action will provide additional manpower and logistics capabilities, enabling FEMA and other interagency partners to reach the hardest hit areas as quickly as possible.

This comes as the President is traveling to North Carolina and South Carolina. He will take an aerial tour of areas impacted by Hurricane Helene in Western North Carolina, receive operational briefings, and meet with first responders and local officials. He will also engage with first responders and officials in South Carolina. The President will also visit Florida and Georgia in the coming days. The Vice President will travel to Georgia today. She will receive operational briefings, meet with residents impacted by the storm, and provide updates to local officials on actions that are being taken to support emergency response and recovery efforts in Georgia. She will also travel to North Carolina in the coming days.

Mobilizing Defense Department Resources to Support Prompt and Effective Hurricane Response

Today, the President is announcing he has directed the Department of Defense to deploy up to 1,000 active-duty soldiers to support response efforts. These soldiers are part of an Infantry Battalion Task Force, based out of Fort Liberty, North Carolina, which includes a Forward Support Company with the necessary support structure (fuel, water, mechanics, etc.) to conduct operations.

These soldiers are in addition to the support the Department of Defense is already providing to FEMA for the response to Hurricane Helene including:

• US Army and US Navy helicopters, soldiers, and sailors to provide critical capability to move personnel and supplies in areas where access via roads is not available or viable.
• US Air Force aircraft, helicopters, and airmen to provide search-and-rescue capabilities.
• US Army soldiers and high wheeled vehicles to move personnel and supplies over roads and terrain damaged or impassable to normal vehicles.
• The Army Corps of Engineers is supporting with response efforts with Temporary Power Teams and subject matter experts to support for debris removal, water and wastewater management, and bridge inspections. 

At the President’s direction, the Department of Defense has activated 22 helicopters to aid in search and rescue operations and provided dozens of high-water vehicles. The National Guard, in its state capacity, is also aiding these efforts. 700 National Guard from North Carolina are supporting debris removal, air lifts, and search and rescue. They are accompanied by National Guard from eight additional states under Emergency Mutual Assistance Compacts, with helicopters and rescue vehicles to further assist with road clearance, commodities, transport, and search and rescue.

Although not operating under Department of Defense authority, over 6,000 National Guard personnel from 12 states are spearheading the response effort across the impacted region in support of their Governors, providing critical life-saving and life-sustaining support to the victims of this unprecedented natural disaster.

Supporting On-The-Ground Response and Emergency Efforts

More than 4,800 personnel from across the Federal workforce are deployed and supporting state-led response efforts across the region. FEMA and other agencies have more than 1,200 personnel in North Carolina, with more resources and staff arriving daily.

Search and rescue efforts by state, local, and Federal partners are ongoing, and nearly 600 additional personnel are arriving in the region in the coming days, increasing the total number of Urban Search and Rescue personnel to over 1,250.

The Department of Health and Human Services (HHS) Secretary Xavier Becerra declared Public Health Emergencies for South Carolina, Tennessee, Florida, Georgia, and North Carolina. These declarations give the Centers for Medicare & Medicaid Services’ health care providers and suppliers greater flexibility in meeting emergency health needs of Medicare and Medicaid beneficiaries. HHS has established a National Disaster Medical System medical treatment site at the Mission Hospital campus in Asheville and Blue Ridge Regional Hospital in Spruce Pines, North Carolina. HHS Health and Medical Task Force Teams are supporting state medical needs shelters in Hickory and Mills Springs, North Carolina. An HHS Incident Management Team is working closely with state officials to identify health care needs including in rural communities and areas which may be cut off from transportation systems. HHS has also deployed two Disaster Mortuary Assistance Team (DMAT) to assist state mortuary services in mortuary care of victim identification. HHS has made 9 DMAT teams available nationwide. Additionally, 200 Federal ambulances have been provided to North Carolina.

In total, FEMA has shipped over 8.5 million meals, more than 7 million liters of water, 150 generators and over 220,000 tarps to aid response efforts for this historic storm.

Restoring Power and Communications to Impacted Communities

Power outage numbers are improving as restoration teams from across the nation gain access to communities and debris is removed, although much more work remains to bring power back to badly impacted areas across the region. As of this morning, approximately 1.6 million customers are still without power, which is a reduction of more than 65% from the region-wide peak of 4.6 million on September 27.

In addition to intensive efforts to restore power, crews are working around the clock to restore cell service and communications to impacted communities. FEMA, the FCC, and private telecommunications providers are working together to help restore temporary communications as quickly as possible by establishing temporary cell sites and allowing for roaming where possible, where a resident can connect to any network available, even if they aren’t subscribed to that network.

FEMA has provided 50 Starlink satellite systems to help with responder communications and 65 satellite phones have been shipped to assist with communications.

Restoring Road Access

The Department of Transportation activated its 24-hour toll-free Routing Assistance Hotline to provide routing assistance for first responders conducting relief missions. The Hotline supports the movement of Federal, state, local, Tribal, and Territorial response personnel and contractors, equipment, and goods by providing recommended safe routes using a variety of data sources. To reach the Hotline, responders can call 511 from their mobile phones or 833–99-ROADS (833-997-6237).  The Department of Transportation also announced that with the President’s approval of Emergency Disaster Declarations it has initiated a 14-day period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including maximum driving time for property- and passenger-carrying vehicles from the date of declaration. This allows truck drivers to get essential supplies to affected areas. 

Extending Housing Aid to Impacted Families

Following President Biden’s approval of a Major Disaster declaration in North Carolina, South Carolina, Georgia and Florida, the Department of Housing and Urban Development (HUD) began implementing supplemental assistance, which includes a 90-day moratorium on foreclosures of FHA-insured mortgages and mortgages guaranteed under the Section 184 Indian Home Loan Guarantee program, as well as an automatic 90-day extension for Home Equity Conversion Mortgages.

Anyone whose home has been destroyed or severely damaged is also eligible to apply for HUD mortgage insurance. HUD is also enabling homeowners to finance rehabilitation and repairs for damaged homes.

To support households and communities through disaster recovery, HUD will provide Housing Counseling assistance and offer waivers and additional flexibilities to Public Housing Agencies, Tribes, and recipients of designated federal funding to allow communities to use existing resources to aid in response and recovery efforts. Additionally, HUD offered a suite of waivers and alternative requirements to allow impacted communities to use existing community development and homelessness assistance funds to aid in response and recovery efforts.  

Approving Additional Emergency Assistance

President Biden has now also approved Major Disaster Declarations for Georgia and Virginia, allowing individuals in 41 counties in Georgia and 6 in Virginia to apply for FEMA assistance. Administration officials are in touch with Georgia emergency management officials, and based on their ongoing assessments of impacts on the ground, FEMA is in the process of approving federal assistance for additional counties. This is in addition to approving Major Disaster declarations for Florida, North Carolina, and South Carolina earlier in the weekend.

To date, more than $10 million in Individual Assistance has been provided to survivors who have been affected by Hurricane Helene, and we expect that number to increase over the coming days. In North Carolina, through the expedited Serious Needs Assistance program, FEMA has paid out more than $1 million to over 1,400 households in less than 24 hours.

FEMA assistance in Florida, Georgia, North Carolina, South Carolina, and Virginia can include a one-time $750 payment to help with essential items like food, water, baby formula and other emergency supplies. After registering for disaster assistance, individuals may also qualify to receive disaster-related financial assistance to repair storm-related damage to homes and replace personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.

FEMA Disaster Survivor Assistance teams are deployed to Florida and North Carolina to help survivors register for disaster assistance, visiting shelters and going door to door to help people get Federal assistance where they need it as quickly as feasible.

Biden, Jr. called Ishiba Shigeru today to congratulate him on his election by the Diet to become Prime Minister of Japan. The President underscored that the U.S.-Japan Alliance has served as the cornerstone of regional peace and prosperity for over seven decades and rose to new heights under former Prime Minister Kishida. The President said he looked forward to working closely with Prime Minister Ishiba to continue deepening the U.S.-Japan global partnership across the full range of security, economic, technology, and diplomatic issues.

The two leaders noted that the American and Japanese people share deeply rooted values and principles, including a commitment to uphold a global order that is free, open, secure, and prosperous. The President and Prime Minister reaffirmed their resolve to continue strengthening defense cooperation and to maintain peace and stability across the region. They also underscored their commitment to enhance regional cooperation through a latticework of likeminded partners, including cooperation with Australia and India through the Quad and through trilateral partnerships with the Republic of Korea and the Philippines.

Jill and I extend our heartfelt congratulations to President Claudia Sheinbaum on her inauguration.  As a symbol of our respect and the friendship between our two nations, our First Lady is leading the Delegation to President Sheinbaum’s inauguration, along with many senior leaders from my administration. Jill and I wish President Sheinbaum a joyful celebration and a very successful presidency, and we congratulate the people of Mexico on the historic inauguration of their first woman president.  

Mexico and the United States are strong partners and close neighbors and we share deep political, economic, and cultural ties.  The United States is committed to continuing to work with Mexico to deliver the democratic, prosperous, and secure future that the people of our two countries deserve.

Collective bargaining is the best way for workers to get the pay and benefits they deserve. I have urged USMX, which represents a group of foreign-owned carriers, to come to the table and present a fair offer to the workers of the International Longshoremen’s Association that ensures they are paid appropriately in line with their invaluable contributions. Ocean carriers have made record profits since the pandemic and in some cases profits grew in excess of 800 percent compared to their profits prior to the pandemic. Executive compensation has grown in line with those profits and profits have been returned to shareholders at record rates. It’s only fair that workers, who put themselves at risk during the pandemic to keep ports open, see a meaningful increase in their wages as well.

As our nation climbs out of the aftermath of Hurricane Helene, dockworkers will play an essential role in getting communities the resources they need. Now is not the time for ocean carriers to refuse to negotiate a fair wage for these essential workers while raking in record profits. My Administration will be monitoring for any price gouging activity that benefits foreign ocean carriers, including those on the USMX board.

It is time for USMX to negotiate a fair contract with the longshoremen that reflects the substantial contribution they’ve been making to our economic comeback.
